Did it say they did that on their free time? No ~ but it also didn't say they did it on company time. So, we don't know, except for the Twitter part, imo.
Delays? Absolutely! I'd rather see progress on what matters to most of the fanbase rather than some new content for Halloween...for that would be allocating/creating additional manhours and delaying all the other projects.

In all honesty, I think that people are objecting to how things are being said here, rather than the actual content. Regina's opened the door a little too wide here and hasn't filtered properly. This makes it easy for people to hammer the post with criticisms such as, "So the henchman skill bar contest wasn't labor saving? So why did you do it again if the reason we don't get what we want is that you're understaffed and overworked?"
One could very easily rewrite this post to communicate the same content but avoid inviting accusations of mismanagement, bureaucracy and meeting-filled workdays.
You also have to keep in mind that a lot of people are upset about improper balance maintenance. The dev team whiffed on the R/A nerf last month, and the string is right back as Way of the Assassin because Escape and Blossom weren't the problem. SF has been hanging around for ages with no action. The GvG tiebreaker is hopelessly broken. Hero Battles are unplayable. The list goes on.
The to-do list seems to indicate that ANet isn't in touch with what its players want. My guess is that successfully bringing little projects to fruition like the skill bar contest is what gets you noticed and promoted, but players want ANet staff to do gruntwork that isn't observable to management and consequently gets shirked.

grateful for what? i agree with april's update being great and it gave me some great feelings of gw going into the right direction support-wise. after that we were fed with many redundant buffs and nerfs, mainly buffs which shaked the meta and pushed it towards a wrong direction.
soon we heard of the plans for a nice pvp content update and more frequent updates, but not much happened for 5 long months, upward tendency. now that we heard from bad priorisation, bureaucratic-heavy procedures and a dangerous illness my expectations are very low regarding updates for gw1.
at least we got gw2 to wait for.
ps. don't get me wrong. this is not meant to be a rant and i wish the live team a quick recovery, but this journal entry just blew my optimism away.

anet's live team (and anet in general) suffers from the "making mountain out of molehill" syndrome. take a look at the live team Q/A, more specifically (and i paraphrase):
"when we skill balance, we try to look into the core of the problem. sometimes, a skill is overpowered not because it actually IS overpowered, but the supporting skills around them and the environment. so, we remove those support skills and adjust the environment, and the formerly overpowered skills are no longer overpowered."
the above is the perfect example of what's wrong with anet: they try to look for the magic bullet that's just not there. for example, the R/A template is as old as Factions. people were running R/A with escape and dagger attacks ever since Factions came out. it was never a problem until the fast activation/recharge dagger change. instead of making the easy and simple adjustment: revert the dagger attack changes for PvP, anet decides to nerf escape and death blossom. the end result: people change to a different elite and continue to truck along with the same broken dagger attacks.
i think the entire anet staff needs to have the KISS (Keep It Simple, Stupid) rule permanently stapled onto their workstations. the game would be a lot better off that way.

You are making a lot of assumptions about this guy, which are all probably false. I certainly sympathize with anyone who is ill and wish them a good and speedy recovery. However the point is well made, why don't you start pm'ing Regina and Linsey with your personal problems like your health, economic woes and other non game related trivia and see how fast they put you on the ignore list.

Regina: if you typed in t-virus, I'd go grab some weapons and equipment and attempt to help hold off any assault as you guys work on gw1 and 2 (and an antidote). At least it wasn't the g-virus, or are you infected with las plagas to hide more information.

I talked to regina via xfire, she said almost everyone had recovered. Seems my chatlogs were deleted by ccleaner so I can't find an exact quote.
